These measures provided critical protection for individuals at risk of gambling harm, enabling self-exclusion and third-party exclusion as an effective harm minimisation tool.

During 2024/25 the Consumer and Business Services (CBS) Casino and Gambling (C&G) team’s risk-based approach to compliance within the South Australian casino and gambling industry started embedding intelligence led operation based proactive inspection activity within the Adelaide metropolitan area.
This involved the development and implementation of several data analytics tools, to assess the attributes and operations of all South Australian licensed gaming/gambling operators. Use of this data directed C&G resources to the gambling providers which are considered likely to have failed their regulatory obligations, specifically in relation to requirements with a direct correlation to gambling harm.
During 2024/25, the C&G team's targeted operations/activities - of varied length, complexity and venue numbers - involved included:
- 9 metropolitan operations
- 15 regional operations
- 6 semi-regional activities
- 3 late night gaming operations
- 2 training operations.
The gambling harm based operational themes applied within these operations included:
- gaming operation supervision and patron Interaction
- staff knowledge and training
- Facial Recognition Technology (FRT) requirements and barring
- loyalty programs and inducements
- staff access, use and maintenance of the Barring Online and Employee Notification system (BOEN).
These activities resulted in an increased number of compliance issues identified and a higher number of enforcement outcomes.
The C&G team continued to maintain a daily presence at the SkyCity Adelaide Casino and implemented an expanded compliance program, placing a stronger focus on assessment of the casino’s Host Responsibility interaction with patrons and its responses to people displaying indicators of gambling harm.
The C&G team has attended a number of thoroughbred race meetings to conduct assessments of SA Licensed Bookmakers operations. The team has also completed numerous inspections of the retail wagering activities of the Major Betting Operation Licence holder, UBET SA Pty Ltd, trading as TAB.
In 2025/26 the C&G wagering compliance program is expanding to incorporate an audit and compliance function to assess the operations of several online wagering providers, authorised to operate in SA, pursuant to section 40A of the Authorised Betting Operations Act 2000.
