Liquor restrictions limiting the amount of takeaway alcohol that can be purchased apply in the following regions:
- Adelaide CBD
- Ceduna (ID Scan applies)
- Coober Pedy (ID Scan applies)
- Port Augusta (ID Scan applies)
- Whyalla (ID Scan applies)
Licensees in the areas marked above must also use ID Scan SA. This is designed to reduce alcohol-related harm to individuals, families and the wider community.
NO ID, NO Service
Members of the public will need to show valid photo ID before they can buy takeaway alcohol (in certain regions) or a restricted item of takeaway alcohol. ID will be scanned using ID Scan to monitor the purchase of restricted items.
Valid photo ID includes:
- Australian driver’s licence
- Australian Government issued Proof of Age Card
- Passport (if you do not have a driver’s licence or Proof of Age Card).

ID Scan
ID Scan is an App developed by the SA Government to assist licensees to comply with liquor restrictions. ID Scan records each purchase a customer makes of restricted items of liquor and enforces daily purchase limits. The App also identifies if a person is not permitted to buy takeaway alcohol because they live in a community where alcohol is prohibited.
ID Scan securely stores a customer’s purchase history for 24 hours for the purpose of enforcing daily limits. Licensees do not have access to the customer’s personal information.

Liquor restrictions by region
Adelaide CBD area stretches from the southern bank of the River Torrens to South Terrace incorporating the West Terrace and East Terrace boundaries.
Under a liquor accord, licensees who sell takeaway liquor in the CBD have agreed to not sell:
- 4L or 5L cask wine
- casks of port or fortified wine (all sizes)
Licensees also agree to take reasonable steps to limit the sale of 2 litre cask wine for consumption off premises to one cask per person per day.
This relates to liquor for consumption off premises sold by licensees who are party to the Adelaide CBD Takeaway Liquor Accord.
The Accord is a voluntary agreement approved by the Liquor and Gambling Commissioner, and supported by the Commissioner of Police and City of Adelaide.
Customers can only make one purchase of liquor per person per day at any bottle shop.
Within that purchase, the following limits apply to restricted items, not to be purchased before midday:
- one 2L cask wine (non-fortified) OR
- two bottles of spirits (not exceeding 750ml) OR
- one bottle of fortified wine/port (not exceeding 750ml).
Customers may purchase unrestricted items such as beer/wine within their one purchase. Customers who attend a bottle shop in Ceduna for a second or subsequent purchase (of any type of liquor) on the same day will be refused service.
These restrictions do not apply to:
- managers and supervisors of station properties
- managers and supervisors of companies operating mining ventures
- other licensees.
In addition to the above restrictions, Licensees are not permitted to sell takeaway liquor to persons residing in a prescribed land.
Customers can only make one purchase of liquor per person per day at any liquor shop.
Within that purchase, the following limits apply to restricted items:
Spirits/Premix/Port:
- One bottle of spirits OR
- one bottle of port/fortified wine OR
- one multipack of pre-mix spirits (a multipack is any pre-packaged pre-mix spirits in quantities of 4 or more and cannot exceed a carton).
Beer:
- Up to two multipacks of beer (a multipack is pre-packaged beer in quantities of 4 or more but cannot exceed a carton).
Wine:
- Two bottles of wine (casks are prohibited)
Customers who attend a bottle shop in Coober Pedy for a second or subsequent purchase (of any type of liquor) on the same day will be refused service.
These restrictions do not apply to:
- managers and supervisors of station properties
- managers and supervisors of companies operating mining ventures
- other licensees.
In addition to the above restrictions:
- licensees operating a bottle shop are not permitted to sell takeaway liquor before midday on any day
- licensees are not permitted to sell takeaway liquor to persons residing in a prescribed land.
From 2 November 2022 customers can only purchase within the following limits for restricted items:
- Up to two 700ml bottle of spirits OR
- One 1L bottle spirits
- one 2L cask wine (non-fortified) OR
- one 750ml bottle of port/fortified wine.
These restrictions do not apply to:
- managers and supervisors of station properties
- managers and supervisors of companies operating mining ventures
- other licensees.
In addition to the above restrictions:
- Licensees operating a bottle shop are not permitted to sell takeaway liquor before 11am on any day.
- Licensees are not permitted to sell takeaway liquor to persons residing in a prescribed land.
- Liquor cannot be sold to any person seated in a taxi, including the taxi driver. Customers may exit the taxi in the browsing lane to make a purchase, however liquor cannot be sold to a taxi driver on duty whether the taxi driver is seated in a taxi or by walk-up sales.
Customers may only purchase within the following limits for restricted items:
- one cask of wine OR
- up to two bottles of spirits OR
- one cask of wine and one bottle of spirits.
These restrictions do not apply to:
- managers and supervisors of station properties
- managers and supervisors of companies operating mining ventures
- other licensees.

Licensees should print the appropriate signs for the area in which they operate and display it prominently within areas accessed by patrons.
