Each year CBS reviews key priority areas for its compliance and enforcement work.

Our 2025-26 priorities, outlined below, continue to focus on:

  • the protection of consumers and the community more broadly, particularly in areas of high risk of detriment or harm, vulnerability, and imbalance of power
  • new or amended areas of regulation for CBS.

Builders

We are cracking down on individuals or companies who:

  • perform unlicensed building work, including operating outside the scope of licence conditions
  • take or make demands for unlawful payments.

Second-hand vehicle dealers

We are focussing our attention on:

  • compliance with the Second-hand Vehicle Dealer’s Act reforms
  • odometer tampering.

Real estate

Our key priority for the real estate industry is prioritising conduct that impacts vulnerable or disadvantaged consumers.

Australian Consumer Law (ACL)

We are keeping a sharp focus on:

  • product safety
  • those who engage in misleading and deceptive conduct and practices.

Casino and gambling

The regulation of the casino and gambling in South Australia remains a key focus for CBS. We aim to:

  • reduce gambling related harm, with a focus on barring compliance by licensees including online wagering providers
  • minimise the influence of organised criminal activity in the industries.

Liquor

Monitor and enforce the laws to minimise unsafe sale and supply of liquor.

Tobacco and vapes

CBS is committed to ensuring that operators licensed to sell tobacco products are operating within legal requirements and will seek to disrupt the sale and supply of unlawful product.

The policy sets out the framework adopted by CBS to achieve compliance with the law. It outlines the compliance and enforcement principles, strategy, priorities and process as well as the options available to CBS.

While the priority areas set out in the Compliance and Enforcement Policy will be a focus for 2025-26, CBS will continue its compliance and enforcement activities across the wide range of legislation it administers. CBS will respond to emerging issues and trends across the year.
